Government Proclaims Bill 45- Teachers will Bargain Provincially

On January 31st, 2022, the Manitoba Government proclaimed Bill 45: The Public Schools Amendment and Manitoba Teachers’ Society Amendment Act. This is the legislation that establishes centralized (provincial) bargaining for teachers in Manitoba.

There are a few things to note with this change that folks may be interested in.

  • Bill 45 took effect on January 31st, 2022.
  • Our current collective agreement remains in effect until a new agreement is negotiated and ratified.
  • With a provincial agreement, negotiations will be between MTS and the province, who is represented by the Manitoba School Boards Association.

Over many years, the Society has developed a provincial bargaining process that is outlined in the Provincial Bargaining Protocol. This document governs the process to ensure representation of the entire MTS membership in the bargaining process. In anticipation of the proclamation of Bill 45, MTS initiated the Provincial Bargaining Protocol, and the Provincial Bargaining Committee is currently hard at work preparing an Opening Package.
